Survey, land use plan needed to avoid land disputes

A ministry has pledged to undertake surveys and draw up land use plans before land lease and concession approvals in order to avoid land disputes. Director General of the Land Administration Department under the Ministry of Natural Resources and Environment Mr Siphandone Sihavong made the comment at a two-day workshop that ended last Friday in Vientiane.

Policy developers are exploring ways to deal with land disputes and precautionary measures to prevent issues from arising in the wake of land leases and concessions for investment projects. Representatives from the Ministry of Natural Resources and Environment, Ministry of Planning and Investment and their provincial departments along with officials from the Ministry of Home Affairs met yesterday in Vientiane to discuss possible solutions.

Experts from the Asian Development Bank (ADB) were invited to share lessons on various land-related topics including economic appraisal techniques for state land concessions and leases, as well as social and gender risk assessment for state land concessions and leases.

Khammuan residents accuse project of unfair compensation

A resident of Khammuan province in central Laos has accused Phoukhiew Specific Economic Zone Project of providing unfair compensation to villagers who lost houses and land to make way for the project. However a senior government official has confirmed that the compensation was given in accordance with accepted principles.

The resident raised the issue through the hotline of the National Assembly (NA)’s ordinary session that ended recently, calling for the NA to inspect the issue. The resident stated that the private investment project has provided only residential lands but lands for cultivation activities were not provided as part of the compensation package.

Draft land policy offers market-price compensation

A newly-drafted land policy offers compensation based on current market prices to those who lose their land to commercial projects, National Assembly (NA) members have learned. This is the first ever policy to clearly state that the occupiers of land which is appropriated for investment projects must be given financial compensation that is equivalent to the market price.

National Assembly members tackle land disputes

Thalath, Vientiane province: National Assembly members have called for a new strategy to be put into place when amending the National Land Policy, in an attempt to eradicate legal loopholes relating to land disputes. Speaking during inter-session talks on Monday, National Assembly member for Luang Namtha province, Mr Kongphet Keobuapha, said various options would be explored. The National Land Policy Strategy was the first item on the agenda at the National Assembly’s intersession, which is currently taking place.

Land Dispute Villagers Released

The seven Lao villagers wanted more compensation for land given to a rubber plantation.

A group of villagers in southern Laos who were detained after demanding local officials address a land dispute with a rubber plantation have been released, sources said Thursday, amid calls for a national review of concession policies. The seven villagers from Ban Yup in Sekong province’s Thateng district were detained two weeks ago, local sources speaking on condition of anonymity told RFA. Shortly before their detention, the group had approached district and provincial officials to demand better compensation for their land from the Vietnamese company that had been granted a concession for the rubber plantation.
