Full land rights policy expected

Vientiane Times, 1 August, 2013

Law and policy makers have recommended full recognition and ownership over land use rights for people who inherited lands from their parents over generations, even though they have no land titles. The recognition matter was debated at the fifth ordinary session of the National Assembly’s (NA) seventh legislature, which closed on Friday when the law makers shared ideas to develop the draft National Land Policy. Parliamentarians said it was the government who was slow in issuing land titles to people, notably those in rural communities.

NA: Land, inheritance disputes top public petitions

Vientiane Times, July 04, 2012

Land and inheritance disputes have dominated the petitions submitted by the general public to the National Assembly (NA) over the past year, calling for parliamentarians to help find solutions, the assembly’s vice president said. Dr Saysomphone Phomvihane reported on Monday about the work of the NA over the past year to the ongoing Third Ordinary Session of the Seventh Legislature, with ordinary sessions held every six months. Members of the public have submitted 1,389 petitions to the National Assembly, at its central and local offices. Of the total petitions, 903 have been resolved, including 251 that were resolved by the NA’s central office, which has received 609 petitions in total over the year. “The petitions calling for justice are mostly related to land and inheritance disputes,” Dr Saysomphone told the session. “After consideration, solutions were handed down, and the petitioners are satisfied and confident about the solutions proposed by the National Assembly.”
