The long term LIWG work in supporting the development of the Lao National Land Policy (NLP) has continued over the past months, in cooperation with partners and stakeholders. Through extensive analysis, consultation, and research into international best practice, the LIWG has further developed its recommendations to the NLP, with the aim of enhancing utilization of land for the economic, social, cultural and spiritual advancement of the people of Laos. The NLP Handout (Eng/Lao) gives an easy-to-approach summary of our Key Recommendations.

The first community land titles in Laos have been issued for the Nam Theun 2 resettlement villages in Nakai district, Khammuan province. The titles were issued in Nakai district in compliance with the concession agreement, whose aim is to ensure the permanent access and use of land and to preserve natural resources for long term development by the villages resettled by the Nam Theun 2 dam project. Along with the community land titles for agriculture and forestry land, titles were issued for community and state infrastructures.

On 20 February 2012 the Governor of Sangthong District and the District Land Management Agency overseen by high ranking officials from Vientiane Capital (Chief Cabinet of the Provincial Governor’s Office, Vientiane Department of Industry and Commerce, Vice President of the Lao Women Union) and supported by GDG-SNV organized the official handover of Communal Land Titles to 5 village chiefs (Kum ban pattana number 05) totaling 2,189 hectares, represented by 7 gold framed communal land titles (Bai Ta Din Khok Thong).

A national workshop on Forest Tenure and Policies in Lao PDR was recently held in Vientiane from 28-29 November, 2011. The workshop was hosted by the Department of Forests of Lao PDR, with support from RECOFTC – the Center for People and Forests and the Rights and Resources Initiatives (RRI). The key objective of the workshop was to continue the process of learning on forest land tenure reform from various countries, review and reflect on the current states of forest tenure in Lao PDR, and work out on pathways to forest tenure change.

In recent landmark developments, Laos issued its first communal forest land titles on an NGO development project site. Mr. Chanthaviphone Inthavong of the National Land Management Authority laid out the background and government plans for land titling including communal titling, while local government agencies presented their experiences from the case study. Next steps?
