ການຕັດສິນໃຈ ໃນການເຈລະຈາຄືນໃໝ່ ກ່ຽວກັບ ການກໍ່ສ້າງ ເສັ້ນທາງລົດໄຟ ລະຫວ່າງ ມາເລເຊຍ ແລະ ຈີນ ຂອງລັດຖະບານມາເລເຊຍ ທີ່ມີທ່ານ ດຣ. Mahathir Mohamad ເປັນນາຍົກລັດຖະມົນຕີ ເກີດຂື້ນ ເນື່ອງຈາກທາງ ຈີນໄດ້ມີການ ສະເໜີ ຫຼຸດລາຄາ ການກໍ່ສ້າງລົດໄຟຄວາມໄວສູງ ຫຼັງຈາກທີ່່ມາເລເຊຍປະກາດບອກວ່າຈະຍົກເລີກສັນຍາການກໍ່ສ້າງໂຄງການດັ່ງກ່າວ.

ໃນທ້າຍອາທິດທີ່ຜ່ານນີ້ ທາງສໍານັກຂ່າວຂອງ South China Morning Post ໄດ້ລາຍງານວ່າ ທ່ານ ນາຍົກລັດຖະມົນຕີ ມາເລເຊຍ,  ດຣ. Mahathir Mohamad ຈະພົບປະກັບທ່ານ ຊີ ຈີ້ນຜີ້ງ, ປະທານປະເທດຈີນ ກ່ຽວກັບການຮື້ຄືນ ໂຄງການກໍ່ສ້າງເສັ້ນທາງລົດໄຟ ລະຫວ່າງ ມາເລເຊຍ ແລະ ຈີນ ໃນງານກອງປະຊຸມ ໂຄງການ ເສັ້ນທາງສານໄໝ (Belt and Road Summit) ທີ່ຈະຈັດຂື້ນ ທີ່ ເມືອງ ປັກກິ່ງ, ປະເທດຈີນ ທີ່ຈະຂື້ນ ໃນລະຫວ່າງອາທິດນີ້.   

ການຕັດສິນໃຈຮື້ຟື້ນໂຄງການໃໝ່ຄັ້ງນີ້ ເກີດຂື້ນ ເມື່ອ ຕົນທຶນຫຼຸດລົງ ເຖິງ 30% ຈາກຕົ້ນທຶນຕອນຕົ້ນແມ່ນ 98 ລ້ານ RM (23.52 ລ້ານໂດລາ) ຕໍ່ກິໂລແມັດ ມາເປັນ 68 ລ້ານ RM (16.32 ລ້ານໂດລາ)  ທີ່ເກີດຈາກ ການເຈລະຈາກ່ຽວກັບ ຕົ້ນທຶນໃນການກໍ່ສ້າງໂຄງການດັ່ງກ່າວ ລະຫວ່າງລັດຖະບານມາເລເຊຍ ແລະ ຝ່າຍະເທດຈີນ.

ເຖິງແມ່ນວ່າຈະມີຝົນຕົກລົງມາຢ່າງໜັກຢູ່ທາງພາກເໜືອຂອງປະເທດ ແຕ່ວ່າການເຈາະອຸໂມງທາງລົດໄຟ ລາວ-ຈີນ ກໍ່ບໍ່ຢຸດຊະງັກ. ກົງກັນຂ້າມ ຍັງມີຄວາມຄືບໜ້າເປັນລຳດັບ. ໃນວັນທີ 17 ພຶດສະພາ ທາງສຳນັກຂ່າວ ວຽງຈັນ ທາມສ໌ ໄດ້ລາຍງານຄວາມຄືບໜ້າ ການກໍ່ສ້າງເສັ້ນທາງລົດໄຟ ລາວ-ຈີນ ເຊິ່ງຖືເປັນຂໍ້ຕໍ່ທີ່ສຳຄັັນຂອງການລິເລີ່ມ “ໜຶ່ງແລວທາງ ໜຶ່ງເສັ້ນທາງ” (One Belt One Road) ຂອງປະທານປະທານາທິບໍດີ ສີ ຈິ້ນຜິງ ຂອງປະເທດຈີນ ເພື່ອປັບສະຖານະ ຂອງ ສປປ ລາວ ຈາກປະເທດ Land Lock ໃຫ້ເປັນ Land Link ໂດຍພົບວ່າ ການຂຸດເຈາະອຸໂມງ 3 ແຫ່ງໃນແຂວງຫຼວງນໍ້າທາຍັງເດີນໜ້າຕໍ່ເນື່ອງທ່າມກາງສາຍຝົນ. ທ່ານ ຈັນທະຈອນ ແກ້ວນະຄອນ ຮອງຫົວໜ້າແຂວງຫຼວງນໍ້າທາ ໃນຖານະຜູ້ປະສານງານການກໍ່ສ້າງທາງລົດໄຟ ລາວ-ຈີນ ບອກກັບ ວຽງຈັນທາມສ໌ ວ່າອຸໂມງບໍ່ເຕັນສາມາດເຈາະໄດ້ເລິກຫຼາຍກວ່າ 50 ແມັດແລ້ວ ສ່ວນອຸໂມງມິດຕະພາບຂ້າມພົມແດນ ລາວ-ຈີນ ມີການເຈາະເລິກໄປໄດ້ 10 ແມັດແລ້ວ. ອຸໂມງມິດຕະພາບມີຄວາມຍາວທັງໝົດ 9.68 ກິໂລແມັດ ເຊິ່ງຢູ່ໃນຝັ່ງຈີນ 7.17 ກິໂລແມັດ ແລະ ຢູ່ຝັ່ງລາວ 2.51 ກິໂລແມັດ ແລະ ຄາດວ່າຈະໃຊ້ເວລາໃນການກໍ່ສ້າງທັງໝົດ 56 ເດືອນ.

ນອກຈາກນີ້ ບໍລິສັດຜູ້ຮັບເໝົາກໍ່ສ້າງຂອງຈີນກຳລັງກຽມວາງເສົາເຂັມຕໍ່ມໍ່ສະພານ ຊຶ່ງເຊື່ອມລະຫວ່າງ ແຂວງອຸດົມໄຊ ໂດຍໃນແຂວງອຸດົມໄຊນັ້ນ ຕ້ອງມີການເຈາະອຸໂມງເຖິງ 30 ດ້ວຍກັນ.

Plans gather steam for railway linking Vientiane to Vietnamese seaport

Work is gearing up for the planned building of a railway to connect Vientiane to the Vung Ang seaport in Vietnam after the two countries agreed to move forward with the project.

Officials in charge have confirmed that Lao construction companies will benefit from the almost-US$6 billion railway project linking Vientiane to the Chinese border.

Director of the Laos-China Railway construction project and Director of the Lao National Railway Company, Dr Koung Souk-Aloun, told Vientiane Times on Wednesday that a list of 59 companies has been submitted to the Chinese side for selection.

�We have sent them [the Chinese side] 59 companies, not 20 companies. The selection process is underway and hopefully Lao companies will be hired to undertake some of the work on the railroad project,� he said.


Land concessions for development continue in Vientiane

The Vientiane Planning and Investment Department reports that it has approved land concession agreements for local and foreign investors from 2010 until the present totaling more than 7.65 trillion kip (almost US$945 million) and the figure is expected to keep increasing.
The department reported recently that it had approved investments of 1,488.33 hectares for 39 development projects in the districts of Xaysettha, Chanthabouly, Sikhottabong, Sisattanak, Xaythany, Hadxaifong, Naxaithong and Sangthong.

Rubber prices may decrease in Luang Namtha

Some 500 to 600 hectares of rubber plantation in Sing district, Luang Namtha province are currently being destroyed by the owners of the plantations due to the slump in prices, according to a trade official. The rubber price on the world market has continuously declined over the past few years and consequently the rubber price in Laos has crashed as well.

Illegal timber trade tops 2014 economic police cases

The illegal trade in timber topped all cases uncovered in 2014 by the economic police or police in charge of economic-case affairs, an official report showed. In 2014, the economic police registered 391 illegal cases nationwide including 169 that involved the illegal trade of timber, which made it top of the list. Fraud in relation to citizens’ assets was the runner up with 124 cases recorded over the year, according to a local newspaper published by the Ministry of Public Security.  The 391 total saw a drop of 36 compared to the total cases registered in 2013, according to the newspaper, citing a report presented at the annual meeting of the economic police held last week.

Champassak moves towards ‘land as equity’ project model

Champassak provincial authorities will move to promote investment projects that allow entrepreneurs and villagers to jointly hold shares in the ventures concerned, aiming to promote fairer projects that benefit villagers as well as investors. Importantly, the ‘land-as-equity’ model will see local villagers retain the land ownership rights in the event that the venture falls over.Under this form of the project, local villagers will use their land plots as shares while the investors will provide the funding, technical expertise and marketing.

Laos needs committee to manage rubber pricing

The price of rubber in Laos will continue to suffer as the country has not yet established a national committee for management of the commodity or an association for price negotiation. The major regional markets still depend on Thailand, Malaysia and Indonesia because these countries have large numbers of rubber plantations and so regional pricing is largely based on them, the National Agriculture and Forestry Research Institute Director, Dr. Bounthong Bouahom told Vientiane Times yesterday.
