Villagers and eucalypt concession cooperation benefits community

The promotion of industrial trees is a key priority of the government for long term socio-economic development. Thousands of hectares of land were approved by the government for concessions to Lao and foreign companies for industrial tree plantations such as rubber, eucalyptus and teak.

Borikhamxay rubber farmers selling land to clear debts

Rubber growers in Borikhamxay province are placing for sale signs up on their land in a desperate attempt to relieve debt problems. An official from the provincial Agriculture and Forestry Department, who asked not to be named, told Vientiane Times on Thursday that rubber tree plantations have been advertised for sale across the province. Local growers have decided to sell their land because of the low price of rubber and to repay debts. “They’re in debt because they borrowed money from the banks to plant their rubber trees,” he explained.

Govt plans more tree

Laos will have more new tree planting this year, well in excess of the target set in the government’s plan. The government had planned to encourage people around the country, including government offices and business operators, to plant 30,000 hectares of new trees but the Department of Forestry Deputy Director General, Mr Boualy Phameuang, said he was confident that this figure would be surpassed as society generally has become more aware of the need for greater forest cover.

Rubber prices may decrease in Luang Namtha

Some 500 to 600 hectares of rubber plantation in Sing district, Luang Namtha province are currently being destroyed by the owners of the plantations due to the slump in prices, according to a trade official. The rubber price on the world market has continuously declined over the past few years and consequently the rubber price in Laos has crashed as well.

Many miners found to be in violation of agreements

More than 50 mining operators have breached agreements they made with the Lao government, it has emerged as officials in charge take action to inspect mine project operations across the country, according to a report. The violations included many mining projects failing to comply with environmental guidelines, while some did not pay obligation fees to the government and local communities, Deputy Minister of Planning and Investment Dr Bounthavy Sisouphanthong told Vientiane Times yesterday.

Environmental Group Urges Laos to Support Complaint Mechanism

An environmental advocacy group has called on the government of Laos to ensure that a Vietnamese state-owned rubber group operating in the country is adhering to the law and upholding the rights of villagers affected by its plantations. Vietnam Rubber Group (VRG), which is majority owned by the Vietnamese government, agreed in July to set up a system through which it resolves issues raised in citizen’s complaints and inquiries concerning two of its plantations in Champasak and Savannakhet provinces within 30 days.

Laos needs committee to manage rubber pricing

The price of rubber in Laos will continue to suffer as the country has not yet established a national committee for management of the commodity or an association for price negotiation. The major regional markets still depend on Thailand, Malaysia and Indonesia because these countries have large numbers of rubber plantations and so regional pricing is largely based on them, the National Agriculture and Forestry Research Institute Director, Dr. Bounthong Bouahom told Vientiane Times yesterday.

Rubber export revenue rises despite persistent low prices

The country’s income from the export of rubber products increased substantially this year despite the crisis in rubber pricing in the world market. In the last fiscal year the country earned about US$96.7 million from rubber exports to China, Vietnam and Thailand, of which only US$37 million had come in the first six months according to the Agriculture Department of the Ministry of Agriculture and Forestry.The price of rubber in the country has currently dropped to just over 4,000 kip, while varying between 7,000 and 8,000 kip at beginning of the year. After the number of rubber trees that were mature enough to tap had increased substantially, rubber went to the top of the list of Lao agricultural exports as the highest revenue earner.

Answer to low rubber price found

Rubber trading companies have promised to pay more for raw rubber in a bid to assist local growers who are suffering from the plummeting price of rubber in Luang Namtha province. They will purchase the rubber tapped in November this year at around 6,600 kip per kg (5 Yuan) up from the previous 4,100 kip (3.2 Yuan) per kg, according to the provincial Commerce and Industry Department. The price of rubber has been dropping continuously and plummeted in October to a record low for the year. The very low price of rubber sold in October at 4,100 kip (3.2 Yuan) per kg resulted in dissatisfaction among the local people who became discouraged about continuing to harvest the product, Department Director Mr Phonxay Chanthasone said.
