Land owners notified of compensation for highway project

The Vientiane Natural Resources and Environment Department has announced that compensation will be awarded to people who have had their land appropriated to enable a 9.5km road to be built through the That Luang marsh. The construction of this road in Vientiane begins in Donnokkhoum village, passes through the marsh to Xiengda village and links to the 450 Year Road.

Forty owners of land on a section of the new road being built in Xiengda village were named on a list of people to be compensated by the department as their parcels of land were affected by the project. The state publicly released the information on December 16. An official from the Vientiane Natural Resources and Environment Department, who asked not to be named, told Vientiane Times on Tuesday that some houses in Xiengda village were affected but most of the land was used for agriculture. All of these parcels of land have been included in the compensation package, he said. The land along this road is affected because a swathe of land 200 metres wide on either side of the road was sold off by the government to cover the cost of the road’s construction, under the policy of converting land into capital. However some people who lost their land to the project have yet to come forward to claim compensation and others still have not received a payout.
The road is being built in three phases. Once complete, it will be 25 metres wide, not including sidewalks. The first stage sees the road connecting Donnokkhoum village to Kamphaengmeuang Road in Donkoi village. The second phase links Kamphaengmeuang Road to Xiengda village across the marsh and the third section of the road runs from Xiengda village to the 450 Year Road. The cost of the 9.5 km highway is estimated at more than US$150 million. It is being built by the Namtha Road-Bridge Construction Company. Vientiane decided to build the new highway to expand urban development outwards and reduce traffic congestion in the city centre. The new road will play an important role in contributing to socio-economic growth. The daughter of Mrs Lom, who is on the list to receive compensation, said her mother owned over one hectare of rice fields in Xiengda village. Some people recently asked to buy the land for US$115 (about 933,000 kip) per square metre but she did not sell it because the land was located alongside the new road. She was shocked when she saw her name on the department’s list for compensation for converting the 200 metres of land along each side of the road because it awarded her only US$10 (about 80,000 kip) per metre, or less than one tenth of what she could have sold it for.

Govt set to issue 60,000 land titles next fiscal year

The government has set a target to register 100,000 land plots and issue land titles on 60,000 plots in the next fiscal year 2015-16. The target was approved by the cabinet at the government’s monthly meeting for August held late last month at the Government Office in Vientiane. Since the programme to issue land titles began in 1997, it is expected that more than 900,000 land titles will h ave been issued by this fiscal year which finishes at the end of this month, Deputy Director General of the Land Administration Department under the Ministry of Natural Resources and Environment, Mr. Anothai Chanthalasy said recently.

Rubber prices may decrease in Luang Namtha

Some 500 to 600 hectares of rubber plantation in Sing district, Luang Namtha province are currently being destroyed by the owners of the plantations due to the slump in prices, according to a trade official. The rubber price on the world market has continuously declined over the past few years and consequently the rubber price in Laos has crashed as well.

Switzerland, Germany pledge US$12m for land governance

The government of Switzerland, represented by the Swiss Agency for Development (SDC), and the Lao government, represented by the Ministry of Planning and Investment, on Friday launched the Mekong Regional L and Governance Project in Laos.  The project, which is planned for a period of eight years, will received financial support from the Swiss government amounting to US$8 million (65.2 billion kip), and from the German government through the Federal Ministry for Economic Cooperation and Development (BMZ), amounting to 3.5 million euros (about US$3.7 million or 30 billion kip). Secretary of State for the Swiss Confederation, Mr Manuel Sager, and Lao Deputy Minister of Planning and Investment, Dr Kikeo Chanthaboury, signed a Memorandum of Understanding on the launch of the project. The project is an initiative to support land tenure security for family farmers, especially women and ethnic groups, by assisting the emergence of more favourable policies and practices, according to a press release.

Official clarifies land title charges

Officials have admitted to possible duplicate charges for the registration of land rights when land owners need the relevant documents urgently. Officials from Savannakhet province clarified the issue when responding to queries raised through the National Assembly’s hotline call during the legislative body’s recent session.

Borikhamxay limits cassava land to preserve forest areas

The extent of Cassava plantations in Borikhamxay province has shrunk after the provincial authorities stepped in to prevent expansion. The total area in the province devoted to growing cassava during the 2013/14 season of 13,770 hectares has dropped to about 10,860 hectares in 2014/15 according to the provincial agriculture section. Farmers cut back on the amount of cassava planted as the quality of the soil in some areas went down, section head Mr Keosa Saengvong told Vientiane Times this week. Most of the farmers are not familiar with the techniques required to raise the quality of the soil. Many hectares of forest had been taken over by local farmers for growing cassava, he said.

Champassak moves towards ‘land as equity’ project model

Champassak provincial authorities will move to promote investment projects that allow entrepreneurs and villagers to jointly hold shares in the ventures concerned, aiming to promote fairer projects that benefit villagers as well as investors. Importantly, the ‘land-as-equity’ model will see local villagers retain the land ownership rights in the event that the venture falls over.Under this form of the project, local villagers will use their land plots as shares while the investors will provide the funding, technical expertise and marketing.

Houses built in banned areas

Residents of three villages along a road being rebuilt in Xaysettha district, Vientiane, are unhappy that city authorities have banned them from building homes on land alongside the road but some have started building anyway. One resident of Dongkhamxang village, who did not wish to be named, told Vientiane Times on Friday that his village is located in an area where construction is banned for 50 metres on either side of the road.
“We are very surprised that some new three-storey houses are now being built along the side of this road,” he said. “How can they go ahead with construction when the authorities have banned it in this area?” Some villagers are speculating that these may be relatives of high-ranking officials while others suggest they simply don’t care about the ban. City authorities made a survey of the land along the road last April, covering a stretch 11 kilometres long and 50 metres wide on both sides.
The three villages of Nahai, Dongkhamxang and Xiengda are located along this road in the That Luang marsh area, and houses and commercial property have been built on much of the adjoining land. Last year many villagers were surprised when the Vientiane authorities started to build a concrete road behind That Luang marsh to create a road link into central Vientiane, but were disappointed when they banned people from building houses on their own land.
Some officials said they were not planning to take the land away from people and were only surveying it to prepare for further development in the area at some point, but the future use of the land remained unclear.
It would be a great help to the families in the area if the authorities informed them of the true situation, the purpose of the 50 metre protected strips on either side of the road, and how long the authorities will take to develop them as they have said they would. Some people say that if the city’s development plans are unclear, restrictions should be cancelled and the land released to local residents so they can improve their living conditions, as the State encourages.
An official from Xaysettha district Office told Vientiane Times that the prohibition on construction in the three villages was announced by former Vientiane Mayor Mr Soukanh Mahalath and has been effective since April. This announcement has not been cancelled so the authorities will not allow anyone to build any more houses or shops. Families in these villages are now concerned that the authorities will grab their land and pay them limited compensation so they will be unable to purchase replacement land elsewhere.
