Poor accounting hollows out timber revenues

The Ministry of Finance has identified numerous loopholes in the accounting of timber sold by local authorities that meant the government has been missing out on much needed revenue. The government has set the target to collect revenue of 100 billion kip from the sale of its timbers for the 2014-15 fiscal year but in the past six months of this fiscal year only 13 billion kip was collected. Of particular concern was the sale of timber acquired from state stockpiles, as the revenue was not being paid back to the national budget by local authorities, the ministry has said.

Timber smuggling to Vietnam continues

More and more wood is being smuggled across the border from Laos and Cambodia to the southwestern boundary of Vietnam, according to a Vietnamese media report on Thursday. Vietnamese smuggling prevention agencies were quoted in the VietNamNet online newspaper as saying they had discovered many consignments of wood illegally imported from the two countries.

Furniture makers hampered by lack of wood

Some furniture businesses around the country have given up their operations after being unable to source enough wood to fulfil orders. The Lao Furniture Association has asked for 30 percent of the government’s annual wood quota to sustain their business but this has not been approved yet, association official Mr Bounpheng Phengsisavath told Vientiane Times last week.

Development projects carried out in conservation forest areas in which the forest area has been converted or changed to another use must compensate for the forest loss, a new decree states. The government recently issued the Decree on Conservation Forest that identifies principles, measures and regulations on the establishment, allocation, management, protection, development and use of conservation forests.

Govt seeks funding to accelerate reforestation

The government is planning to source funding of 4 billion kip a year in the hope of achieving its reforestation goal of 16.6 million hectares by 2020. The money will be used to carry out surveys and allocate forest land, promote tree planting by the public, and encourage people to participate in reforestation and forest fire prevention, Deputy Director General of the Department of Forestry, Mr Boualy Phameuang, told Vientiane Times yesterday.

Govt plans more tree

Laos will have more new tree planting this year, well in excess of the target set in the government’s plan. The government had planned to encourage people around the country, including government offices and business operators, to plant 30,000 hectares of new trees but the Department of Forestry Deputy Director General, Mr Boualy Phameuang, said he was confident that this figure would be surpassed as society generally has become more aware of the need for greater forest cover.

Senior parliamentarian calls for transparent investment concessions

A senior parliamentarian has called for the government to put action in place to ensure transparent concessions over investment projects in order to maximise the benefits obtained and the utilisation of resources. Chairwoman of the Committee for Economics, Planning and Finance of the National Assembly (NA) Dr Souvanpheng Bouphanouvong made the comments in a
press conference last week during her attendance to the three-day government meeting where the cabinet, Vientiane mayor and provincial governors met.

Overloaded trucks fined 161m in Vietnam

Twenty five overloaded trucks carrying timber from Laos into Vietnam have been fined a total of VND430 million (more than 161 million kip) after an eight-day inspection at weigh stations in Vietnam’s Nghe An Province, local media reported. The trucks, among the 200 that were checked, were reportedly carrying from five to 30 percent more than allowed capacity during April 8 – 15, the Vietnam Net reported last week. Local Deputy Chief Transport Inspector Phan Huy Chuong told the Vietnam Net that the trucks underwent checks on National Highway 7 when travelling to the province from the Nam Can border crossing.
